The Federal Government’s commitment to establish a national regulator for consumer energy resources has been welcomed by RACE for 2030, an industry-led research program established to drive energy innovation across the supply chain.
Under the 2026-27 Federal Budget, the Government has allocated $25.3 million over four years to establish a Consumer Energy Resources National Technical Regulator. The formation of the regulator is part of a broader $97.3 million reform package designed to increase household participation in the electricity market.
The reforms are intended to support the growing integration of rooftop solar, home batteries and future vehicle-to-grid technologies into the National Electricity Market. According to Federal Government estimates, improved coordination of these resources could reduce electricity system costs by more than $7 billion by 2050.
“This is a major and welcome recognition of the role households are now playing in shaping the grid, and the increasing complexity of coordinating them,” said Dr Bill Lilley, Chief Executive Officer of RACE for 2030.

“We now have more than 4.3 million rooftop solar systems across the country, hundreds of thousands of home batteries, and growing uptake of electric vehicles. These technologies are becoming central to how the system operates.”
The proposed regulator will be responsible for developing and overseeing technical standards that support the reliable integration of consumer energy resources across the grid.
Lilley shared that nationally consistent standards would help unlock the potential for distributed energy participation for improving interoperability between technologies and simplifying the customer experience.
“This creates the foundation for much more seamless, practical outcomes for households,” he said.
“Whether it’s integrating solar and batteries, managing energy use through home systems, or charging and optimising electric vehicles, people need technologies that work together simply and reliably.”
The announcement comes as policymakers and industry continue to grapple with the increasing complexity of a grid that is becoming more decentralised, digital and consumer-led.
“What this reinforces is that the real challenge now lies in how these technologies come together and function as part of the system,” Lilley said.
Lilley’s comments coincide with the launch of RACE for 2030’s Consumer Grid Summit taking place on 24-25 June.
