The Federal Government is moving forward with a new certification scheme aimed at authenticating low-emissions products and supporting renewable energy investments.
Legislation was introduced in Parliament to establish the Guarantee of Origin (GO) scheme, which will be overseen by the independent Clean Energy Regulator.
The high-integrity GO scheme will track and verify emissions across a product’s lifecycle, creating certificates that prove when, where, and how renewable electricity in Australia is produced.
A key function of the GO scheme will be to prove eligibility for the $6.7 billion Hydrogen Production Tax Incentive, which is vital for growing Australia’s renewable hydrogen production capabilities.
Assistant Minister for Climate Change and Energy, Josh Wilson said the GO scheme is an essential platform for unlocking crucial investment in Australia’s net zero industries.
“Aligned with international standards, it will improve Australian competitiveness in new and emerging domestic and global markets, and will increase Australian exports and Australian jobs as part of the Future Made in Australia imperative,” he said.
“The new renewable electricity guarantee of origin certification mechanism will build on the strengths of the current program, and continue to support new renewable investment.”
The legislation also establishes a renewable electricity guarantee of origin (REGO) certification mechanism.
According to the Federal Government, this will operate alongside the existing Large-scale Generation Certificate framework under the Renewable Energy Target until 2030, after which it will replace it.
The Clean Energy Regulator will be responsible for administering both the GO and REGO schemes to provide high-integrity certification for Australia’s renewable energy products.
