The Home Insulation Safety Plan (HISP) has been developed to overcome problems that arose under the Home Insulation Program ( HIP - now terminated), including safety concerns pertaining to the installation of foil insulation, and possible fraudulent activity on behalf of some installers.
A sub-section of the HISP is the Foil Insulation Safety Program (FISP), under which 50,000 households that had foil insulation installed will have the option of having it removed, or alternatively on the advice of a licensed electrician, having safety switches installed.
Householders that choose to have the foil insulation removed will be eligible for a rebate of up to $1,000 under the new Renewable Energy Bonus Scheme.
Upon commencement it is estimated that the FISP will take approximately six months to complete.

Additionally, under the HISP 150,000 homes that had non-foil insulation installed will be inspected for safety breeches.
Meanwhile, in accord with the HISP, a team of forensic auditors have commenced work to investigate potential fraud and non-compliance that may have taken place under the HIP. The auditors will prepare material for consideration by police and other authorities with the intention of recovering money, and if necessary to prosecute.
