The scheme will aim for greater consistency for energy efficiency ratings and assessments, and will operate under the National Strategy on Energy Efficiency.

To be implemented through the Building Code of Australia, the framework will take into account all features of a building, including roof, walls, doors, and windows, as well as the energy efficiency of key building services.

A working group has been established to lead the development of the framework and consult with stakeholders. A consultation paper on the subject is available here, with public submissions due by 7 May 2010.

The framework is expected to be finalised by the end of 2010.

Energy efficiency has proven a key Government pillar of late with several other energy efficiency framework policies recently announced. Following a bill put to the Senate in March it may soon be mandatory for owners of offices to declare energy efficiency ratings to prospective buyers and lessees. The Green Building Council of Australia has also released its Green Star Communities rating system, which was prepared in conjunction with the Federal Government, to encourage sustainable practice in Australian cities.
