Carbon pricing scheme introduced to Parliament

18 bills relating to the Federal Government’s proposed carbon pricing mechanism have been introduced to the House of Representatives.
The bills address details regarding the carbon pricing mechanism, including:
- Rules for who is covered and what sort of carbon pollution is included
- Caps that will be placed on the amount of carbon pollution emitters produce from 1 July 2015
- Liable entities’ obligation to surrender emissions units corresponding to their carbon pollution
- Allocation of carbon units, including auction and the issue of free units
- Mechanisms to contain cost, including fixed charge periods and price floors and ceilings
- Assistance for emissions-intensive trade-exposed activities and coal.
The bills implement the key elements of the Federal Government’s Securing a Clean Energy Future plan, announced on 10 July 2011.
